Financing & Funding

Funding Supports for Employers 
The following funding programs are available to assist employers in recruiting and retaining workers. For information on the programs, click the applicable link below.

o   Apprenticeship Wage Subsidy Program  In 2011 funding became available to help entice the hire of apprentices and get them through the training process. Under the program, the financial incentive to employers will help offset salary costs of hiring apprentices. A contribution rate for wage subsidies will be applied to participating apprentices based on their years of experience, as follows: 90 per cent for first year apprentices; 80 per cent for the second year; and 60 per cent for the third and fourth-year apprentices.  For more information and an application form please visit www.hrle.gov.nl.ca/hrle/lmda/apprenticeship.html

o   Wage Subsidies for Employment Insurance Eligible Individuals Wage Subsidies is a client-based program intended to assist certain unemployed individuals to obtain employment by providing employers with financial assistance towards their wages. Wage Subsidies may also be used to assist unemployed individuals registered as an apprentice who are experiencing difficulties finding employment related to their apprenticeship. www.hrle.gov.nl.ca/hrle/lmda/wage_subsidies.html

o   Labour Market Partnerships  Labour Market Partnerships provide funding to support employers,employer or employee associations, community groups and communities in developing and implementing labour market strategies and activities for dealing with labour force adjustments and meeting human resource requirements. Labour Market Partnerships may be used to provide assistance for employed persons who are facing loss of employment.  www.hrle.gov.nl.ca/hrle/lmda/lmp.html

o   Workplace Skills Enhancement Program (WSEP)

o  Linkages            Human Resources, Labour and Employment provides funding to community agencies to deliver the Linkages Program designed to help youth pursue their career and employment goals. Participants of Linkages will benefit from a job placement and career and employment support sessions.  www.hrle.gov.nl.ca/hrle/students/linkages.html

o  NLWorks  NL Works is designed to provide individuals with valuable work experience and skills to improve their employment prospects andattachment to the labour market by providing profit and not-for-profit employers with funding to create new positions.www.hrle.gov.nl.ca/hrle/findajob/nlworks.html

o   Small Enterprise Co-Op Placement Assistance Program (SECPAP)

o   Job Skills/Essential Workplace Skills                                                                                                                                      
  This initiative provides financial assistance to employers to develop and deliver recognized on-the-job training for existing and future employees. It provides up to $5,000, with an employer contribution, of the approved training costs for each trainee. Eligible costs include wages, training materials and supplies, instruction and other delivery costs. Training must be linked to employment opportunities with the employer. o  Export Advantage Internship Program  The ExportAdvantage Internship Program (EAIP) is a cost-shared program that is designed to enhance company exporting capabilities while introducing recent graduates to exciting employment opportunities in Newfoundland and Labrador. Costs will be shared between the program and the host company. The program will cover a portion of the intern’s salary and MERC (Mandatory Employer-Related Costs) to a maximum of $30,000; the host company will cover the remainder of the intern’s salary. The salary amount will be negotiated between the host company and the intern.

This program is an initiative of the Youth Retention and Attraction Strategy and is delivered by the Department of Innovation, Trade and Rural Development. http://www.ibrd.gov.nl.ca/exporting/eaip/

o   Community Business Development CorporationPrograms
 • Self Employment Benefits Program, CBDC Youth Loan, CBDC First Time Entreprenuer Loan, and more financial services.

Student Programs:

Student Work And Service Program(SWASP)                                                                   
 Is a “hire a student program” which provides students with a tuition voucher at the end of their work term to use towards post-secondary education upon returning that same year.

Student Employment Program(LEVEL 1,2,3)                                                                                                                      
Aimed at hiring high school level students on a summer student placement.

Graduate Employment Program
